Statement by Ambassador Parvathaneni Harish, Permanent Representative

Dear Students,
1. India recognizes the transformative potential of AI in fostering inclusive and sustainable development. Given our nation’s vast and diverse population, the Government of India is committed to making AI accessible across all levels of society, ensuring that all citizens benefit from technological advancements.
2. In 2018, the Government of India introduced the National Strategy for Artificial Intelligence (#AIForAll) aiming to harness AI to reduce inequalities and foster inclusive growth. A key initiative under this strategy is AIRAWAT- an AI-specific cloud infrastructure designed to provide computational resources to researchers and innovators at an affordable cost, ensuring that AI benefits reach all segments of society.
3. To promote responsible AI development, India has established the “Responsible AI for All” framework, which outlines principles to ensure fairness, transparency, and accountability in AI deployment. This framework addresses critical issues such as algorithmic bias, data privacy, and ethical use, fostering public trust and encouraging greater adoption of AI technologies across all societal strata.
4. To further support accessibility, India has launched the IndiaAI Mission with the aim of developing indigenous Responsible AI tools and frameworks tailored to India’s diverse social, cultural, and linguistic landscape, ensuring safe and trustworthy AI deployment.
5. India has successfully built a Digital Public Infrastructure for over 1.4 billion people at a very low cost. It is built around an open and accessible network. It has regulations, and a wide range of applications to modernize our economy, reform governance and transform the lives of our people.
6. We have unlocked the power of data through our Data Empowerment and Protection Architecture and have made digital commerce democratic and accessible to all. This vision forms the foundation of India’s National AI Mission.
7. That is why, during our G20 presidency, we built a consensus on harnessing AI Responsibly, for Good, and for all. Today, India leads in AI adoption and techno-legal solutions addressing data privacy.
8. We are developing AI applications for public good. We have one of the world’s largest AI talent pools. India is building its own Large Language Model considering our diversity. We also have a unique public-private partnership model for pooling resources like compute power. It is made available to our start-ups and researchers at an affordable cost. And, India is ready to share its experience and expertise to ensure that the AI future is for Good, and for All.
9. India advocates for global cooperation in AI development. At the AI Action Summit held in Paris in February 2025, Prime Minister Narendra Modi underscored the importance of open-source frameworks and international partnerships to democratize AI access. He emphasized that AI should not be a tool of division but a means to empower all nations, especially those in the developing world. During the summit, Prime Minister also announced that India will host the next AI Summit, reinforcing India’s growing role as a global leader in AI and its commitment to fostering dialogue and cooperation to ensure that AI benefits all of humanity.
10. To conclude, I would like to emphasize that India is committed to inclusivity, fairness, and transparency in AI development, aiming for equitable benefits that empower individuals to contribute to national and global progress.
