Statement by Secretary (West)
Thank you Chair for this important debate.
2. Serious armed conflicts are impacting lives, economies and societies across geographies in our interconnected world.
3. The current multilateral response is falling seriously short. In ending and preventing such conflicts.
4. Also in tackling unrelenting threats from terrorism, new & emerging technologies, transnational organized crime, and in ensuring maritime security.
5. Security Council, mandated to secure international peace and security, was designed eight decades ago, in a different era. When three quarters of the today’s UN member states were colonies.
6. Times have changed. World has moved on.
7. Pact for the Future adopted collectively here at the United Nations, a couple of days back, acknowledges that the narrow composition of the Security Council is now untenable for its own credibility and effectiveness.
8. Pact for the Future is unambiguous. The UN Security Council has to become representative, transparent, efficient, effective, democratic and accountable.
9. Text based negotiations must begin, to realize this.
11. Those opposing meaningful change to global governance structures are damaging UN’s legitimacy, overshadowing its contribution in developmental and humanitarian sectors.
Mr. President.
Here, I am constrained to respond to comments made against my country by Pakistan.
Even as the people of Jammu & Kashmir are exercising their democratic right in India, it is deeply disturbing to see attempts by Pakistan, at the leadership level, to whitewash their cross-border terrorism, in this Council.
The nefarious designs of Pakistan are clear to everyone.
Their support to the elaborate terror ecosystem, training and harboring global terrorists is well documented.
It is high time, Pakistan ends occupying and coveting other’s territories and instead starts working for development of its own people, who continue to pay a terrible price for these policies.
Their cynical export of terror in pursuit of their vicious agenda can never succeed.
Such continuing threats to international peace and security must be firmly rejected by the international community.

12. Inclusive & equitable structures and responses are needed for securing the interests of future generations.
13. We seek responsible and inclusive solutions to the global challenges. Guided by dialogue & cooperation, mutual respect & commitment to UN Charter.
14. India, a founding member of the UN, remains committed to a reformed & effective multilateralism that reflects contemporary realities.
