INDIA’S EXPLANATION OF POSITION ON THE ADOPTION OF DRAFT RESOLUTION ON 1540 COMMITTE

 

  India welcomes the unanimous adoption of the draft resolution to extend the mandate of the Committee established pursuant to resolution 1540. I would like to place on record our appreciation to Mexico for shepherding the consensus on this draft.

 

 India accords high importance to the role of the Committee in facilitating implementation of resolution 1540 by the member states. With the pronounced threat of proliferation of weapons of mass destruction, their means of delivery and related materials, equipment and technology to the terrorist groups and other non-State actors, full implementation of the resolution assumes far greater importance now than when it was adopted 18 years ago. It is also pertinent that the Committee continues to work with the member states in addressing the rapid evolution of proliferation risks, particularly WMD access by terrorist groups and other non-state actors, due to new and emerging technologies.

 

  We hope that with its renewed mandate, which enhances the Committee’s outreach with member states, and focuses on refining its assistance, including through a regional approach involving countries with relevant expertise, the Committee would be in a better position to assist member states in their implementation of resolution 1540. We also welcome strengthening of the Committee’s co-operation with the international, regional and sub-regional organisations and the Security Council Committees.
