Side event "Preventing and Countering of Preventing and Countering the Use of New and Emerging Technologies for Terrorist Purposes

Early Implementation of Delhi Declaration will Assist Member States in Addressing the threat posed by terrorist use of New and Emerging Technologies​

The Permanent Missions of India and the United Arab Emirates (UAE) to the United Nations co-organized a side event "Preventing and Countering of Preventing and Countering the Use of New and Emerging Technologies for Terrorist Purposes: Way Forward for a Holistic Multilateral Response" on 22 June 2023 at the ECOSOC hall of the United Nations, on the sidelines of the ongoing 3rd Counter Terrorism Week being held on 19-23 June 2023. The side event was supported by the Office of Counter Terrorism (UNOCT) and the Counter Terrorism Executive Directorate (CTED).

2.​ The meeting was addressed by the Ms Ruchira Kamboj, the Permanent Representative of India,H.E. Dr. Mohamed Al Kuwaiti, Head of Cybersecurity, UAE, Mr Rafi Gregorian, Deputy to the Under-Secretary-General and Director, UNOCT, Mr. David Scharia, Director, Chief of Branch, CTED and experts of panel. Mr Praveen Vashista, Additional Secretary, Ministry of Home Affairs, India presented the concluding remarks.

3.​ The objective of the meeting was to reinforce the attention of the international community on this pressing issue, which has “brought the terrorist battlefields to our homes”, to highlight the growing need to address the issue and to take stock of progress in addressing this threat since the convening of the Special Meeting of the Counter Terrorism Committee (CTC) held in Mumbai and New Delhi on 28-29 October 2022, which witnessed the adoption of Delhi Declaration as the outcome of the special meeting.

4.​ Several speakers and panelists of the side event highlighted the continued and growing threat of use of new and emerging technologies by terrorist group and an urgent need for implementation of the initiatives contained in “Delhi Declaration”, in particular  the finalization of the recommendations of the CTED led technical discussions in Sep-Oct 2022, the development of set of guiding principles for member states as well as the analysis of capacity gaps that exists among different member states to deal with this threat. Several panelists emphasized that the implementation of Delhi Declaration will help member states in better addressing this threat.
